A Vision for 2050 - Governance

In envisioning the cities of tomorrow, we often focus on technological advancements, sustainable infrastructure, and innovative design. Yet, amidst all of these, one fundamental question remains: How will these cities be governed? Effective governance is the cornerstone of any thriving community, shaping policies, guiding decisions, and ensuring the well-being of its citizens. 

In crafting the model of governance for the city of Durango in our vision 2050 for the city, we integrate the following values, ensuring that our approach reflects the aspirations and needs of the community: 



  1. Protection of Culture, Population, and Nature: Durango's governance model will prioritize the preservation of its rich cultural heritage, the well-being of its population, and the conservation of its natural environment. This includes the creation of special spaces such as cultural heritage sites, protected green areas, and wildlife reserves to safeguard Durango's identity, community cohesion, and biodiversity. 

  2. Diversity of Activities for Sustainable Development: Embracing a holistic approach to sustainable development, Durango's governance model will promote a diverse range of economic, social, and environmental activities. This includes supporting local industries, fostering entrepreneurship, and investing in renewable energy and eco-friendly infrastructure to ensure long-term prosperity while minimizing ecological impact. 

  3. Security and Housing for All: Recognizing the fundamental rights of every individual, Durango's governance model will prioritize security and housing as basic needs accessible to all residents. This entails initiatives such as affordable housing programs, community policing strategies focused on crime prevention and community engagement, and social support systems to address homelessness and poverty. 

  4. Frequent and Sustained Consultation: Durango's governance will be characterized by frequent and sustained consultation with its residents. Before major decisions are made, comprehensive public consultations will be conducted to gather input, address concerns, and ensure that policies and initiatives reflect the collective aspirations of the community. 

  5. Transparency and Accountability: Upholding principles of transparency and accountability, Durango's governance model will establish robust mechanisms for oversight, accountability, and justice. This includes transparent decision-making processes, independent oversight bodies, and a fair and impartial justice system to hold public officials and institutions accountable to the community. 

  6. Compassion and Equality of Participation: Rooted in compassion and a commitment to social justice, Durango's governance model will ensure equality of participation for all residents. Every individual will have the opportunity and right to raise issues, participate in discussions, and contribute to decision-making processes regardless of their background, status, or identity. 

In concrete terms, the model of governance for Durango will be enshrined in a comprehensive city charter, outlining the rights, responsibilities, and principles governing the city's administration and operations. This charter will establish: 

  • A City Council comprising elected representatives from diverse backgrounds and communities, responsible for policy-making, oversight, and accountability. 

  • A democratic governance structure where power is vested in elected representatives. Through free and fair elections, a mayor will be democratically chosen to lead the city, supported by a City Council comprised of elected councilors. 

  • Independent oversight bodies, including an Ethics Commission and Ombudsman Office, to ensure transparency, integrity, and accountability in governance. 

  • Community-based policing initiatives focused on crime prevention, community engagement, and restorative justice, with clear guidelines on police powers and accountability. 

  • Affordable housing programs, social welfare services, and community development initiatives to address housing insecurity, poverty, and social exclusion. 

  • Regular town hall meetings, public hearings, and online platforms for citizen engagement and consultation on key issues affecting the city. 

  • Innovative sustainability measures, including renewable energy projects, green infrastructure, and conservation programs, to promote environmental stewardship and resilience. 

  • Inclusive governance structures, including advisory committees and participatory budgeting processes, to empower marginalized communities and ensure their voices are heard in decision-making. 

By integrating these values and implementing concrete measures outlined in the governance model in our vision 2050 model, Durango will strive towards a future that is inclusive, equitable, and sustainable for all its residents and future generations.
